UTM EGAIS is a universal transport module, or a program designed to count the sold alcohol-containing products and record them in a numerical value for accounting in the state system (EGAIS) of the FS for the successful control of alcoholic products on the country's alcohol market.

This program is very easy to install on any personal PC of an organization engaged in the sale of alcoholic beverages. All data is entered in the form of XML files and transmitted directly to regulatory authorities without distribution. All operations are carried out only with your electronic signature (ESP) on the basis of Federal Law No. 63.

After you download the program, you need to test the system and get a KEP, and only after these operations carry out trading.

About the law

On June 24, 2015, the government approved changes to Federal Law No. 171 “On state regulation of the production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and on limiting the consumption (drinking) of alcoholic products.”

The changes affected producers of beer, cider, poiret, mead with a volume of more than three hundred thousand dollars (registration will take place from July 1, 2015), as well as wholesale sales of alcoholic beverages, and retail sales in urban and rural settlements (recording will take place from July 1, 2016) .

The system itself is very convenient for the seller, because... allows you to independently modify your own accounting systems and train staff, then build up business processes, and most importantly, all data will now be in electronic form, and not on paper.

Until the moment of mandatory registration, the installer of the program can stop it at any time and try again later. At the same time, all data that was entered for testing is not included in the official records, and remains tested, and then reset to zero.

It is important that no application sent to the ROS for the Regulation of Alcohol Products is required to establish the program, and the connection is carried out using a personal account on the EGAIS website.

Connection to the system

Requirements for the operating system Windows 7 or higher, it is necessary, which allows the system to work with your details, and the final link is a strengthened qualified electronic signature (on the card).

The penalties themselves for officials: from 10 thousand - 15 thousand rubles, for legal entities from 150 thousand - to 200 thousand rubles. And in general, suppliers of alcoholic beverages, in the future, do not organize supplies to enterprises not connected to the EGAIS system.

Installation

  1. The verification system will ask you to install Fsrar-Crypto 2 and Windows 10. To do this, change the Microsoft Edge browser settings to “use Internet Explorer.” There should be no incidents with other operating systems, and you can easily install the proposed FSRAR-CRYPTO in your personal account on the EGAIS website. (If uninstalled software is detected, the system will display a message: the software component that works with electronic signatures is not installed or is not working correctly. Download (Fsrar: Crypto). You download it, install it and no further problems arise. After installation, be sure to check by extracting and connecting The same card - identifying it with the software (The same card should turn off and appear in the program window.) If this does not happen, reinstall (Fsrar: Crypto).

    Do not close the EGAIS website with the verification completed, you will still need it.

  2. You insert your electronic signature, located on the card, into the computer case, then go to the EGAIS website and install the software located on the “personal account” tab.   3. After successfully passing all the points required to obtain an electronic signature, click “get a test certificate” in your personal account. In the INN field, you must enter the INN of the organization, and in the e-mail field, your email, to which you should receive a response. Then download the generator to generate a request. It will be given as a hyperlink on the page in the same tab. Also for the generator, in order to understand how it works, you need to download the instructions.     Unpack all the files into one folder, so that later you don’t have to search for where you have it and what it is.

In the future, after all the operations performed, your personal account will be created, and you will be able to obtain the necessary key through the proposed certificate, which you received and uploaded into the system. If you do not have any information about the location of your products, contact the regulatory authority for the production of ethyl alcohol or the authority of the constituent entity of the Russian Federation in which you are located. The access key to the EGAIS system will be individual for each department (if you have several stores). All PIN codes associated with jacarta had to be provided by the organization issuing the card.

An alcohol control system is mandatory for all trade organizations selling alcoholic beverages. But the presented software solutions do not always work correctly from the moment of installation. Errors occur. Most often they are associated with the operation of the universal transport module (UTM). One of the common ones is not open. We will tell you about installing the UTM, possible errors in its operation, diagnostics and elimination.

Start: installing UTM

The universal transport module is a server running on your computer, which, in turn, connects to the EGAIS servers and is responsible for data exchange. Programs access the transport module. It can be installed either on a separate server on your network or on the same computer where 1C or another alcohol products accounting program is running.

It is better to download the transport module in your personal account at http://egais.ru. There you can always find the current version. To log in and work with your account, you will need a JaCarta key with a working certificate, an installed JaCarta client, Internet Explorer 9 or later, Windows 7 or later. Run the UTM installation and follow the instructions. After installation, restart your computer.

From the moment the computer boots, it will take some time to start the UTM services and establish a connection to the EGAIS server, after which it should work.

If the installation is successful, you will be able to access the transport module page. You can get to it in a browser: UTM EGAIS server address 127.0.0.1:8080 (localhost:8080). If the transport module is installed on another computer on the network, then you can access it in the format computer_address:8080 (for example, server:8080 or 192.168.0.254:8080). In any case, the EGAIS UTM port is: 8080. There is no need to change it, otherwise some programs will not be able to find the transport module. Not all solutions allow you to set parameters manually.

UTM EGAIS does not work

You cannot get to the UTM page, programs cannot receive and send data. This indicates that the universal transport module does not start. The reasons may be the following:

  1. UTM services do not start (in particular, the transport service);
  2. The UTM EGAIS server address is used by another application (port 8080 is busy);
  3. Connections to the EGAIS UTM address are blocked (services are running, the port is open, but programs do not see the transport module).

It is easy to find out about problems in the operation of the transport module: in the programs 1C, BukhSoft and others, the message “Enter the correct address and UTM port” will appear. How to diagnose the problem:

  • At the command line, enter netstat -a -b. We find the address and port of UTM EGAIS: 127.0.0.1:8080. The -b option will show the name of the executable file of the program occupying the port. If another program really uses this port, it must be turned off or reconfigured. If this does not work, install the transport module on another computer where the port is free;
  • Disable your antivirus and Windows firewall. If after this the transport module works, allow connections to the address 127.0.0.1 in their settings;
  • If the port is free, but UTM EGAIS still does not work, reinstall it. An error may have occurred, and it is easier to repeat the process than to look for the cause.

The transport module is installed and working, but invoices do not arrive, acts and requests are not sent. This means that UTM does not connect to the EGAIS service. Reading the logs:

  • If the transport module is on the computer - folders c:\utm\transporter\l, c:\utm\monitoring\l and c:\utm\updater\l;
  • For Atol HUB-19 and similar hardware transport modules, the actions are described in the instructions.

The logs will contain messages about the lack of connection to the server. Reason: the EGAIS port is not open or connections are blocked.

The transport module uses the protocol to transmit data on the InternetHTTPS. Servicetransport connects to the EGAIS server addresses:utm.egais.ru And update.egais.ru.

How to open the EGAIS port

Port 443 is intended for the HTTPS protocol. The reason for its inaccessibility, connection failure or unavailability of the EGAIS service in general can be:

  1. Windows Firewall;
  2. Antivirus;
  3. Setting up an Internet connection.

Disable the firewall and antivirus, and restart the transport module. If it works, you need to:

  • Add its services to trusted applications or antivirus exceptions;
  • Open connections to remote port TCP 443;
  • Allow or add EGAIS server addresses to firewall exceptions.

Let's check the third point: go to the page https://utm.egais.ru in any browser, first disabling the antivirus and firewall. If you see a window asking for a certificate or the line “SSL_ERROR”, the address is available. Set up your firewall and antivirus.

If pages do not open and “No connection to server” messages continue to appear, then the Internet connection is not configured correctly. Depending on its implementation, you can open the EGAIS port in different ways. In any case, you need to allow connections to the addresses utm.egais.ru:443 and update.egais.ru:443.

The transport module may have received invoices before the failure. Save them so you don't have to resend them later. It is better to configure backup of the module database using third-party tools.

Conclusion: the main thing is that the UTM works

Check that at all places where programs for working with EGAIS and the transport module are installed, the Windows firewall and antivirus are correctly configured: they do not prohibit connections to servers on the Internet and to the local address of the UTM EGAIS server, port 443 is open. Add addresses to the exception EGAIS servers and make sure that other programs do not interfere with the operation of the transport module. By doing this, you can eliminate problems and downtime.

Remember: organizations face liability for selling alcohol without using the Unified State Automated Information System (EGAIS) system or for untimely submission of information on alcohol circulation.

Installation procedure:

1. Go to the website egais.ru via INTERNET EXPLORER and click “Login to your personal account”, then you need to click “Read the conditions and check their compliance.”

4. If you did not complete all stages during the check, download and install the suggested software components.
5. After a successful system check, the “Go to your personal account” button will appear, click it.
6. Enter the PIN code of the container where you have recorded the CEP for EGAIS (default PIN code is 0987654321).


7. Click “show certificates”, then select “certificate of your organization” and you will be taken to your EGAIS personal account.
8. In your personal account, you need to obtain an additional RSA certificate for identification in EGAIS and a secure connection to the server.
9. Go to the “Get key" section.


9. Select the department for which you want to generate a certificate and click “Generate key”.
Please note that the TIN-KPP combination for each department must be unique.
If you have several departments, then you need to generate an RSA key for each department on a separate JaCarta media with EPC.
If your unit is not displayed or is displayed with incorrect details, you need to contact the licensing authority of your region with a request to add the unit (at the place of business) to the FSRAR license register.
If your organization is not on the list, it means your organization does not have a license to sell alcohol or you are an individual entrepreneur.
To add an organization or individual entrepreneur and receive an RSA key for it, you need to add it in the “Counterparties” section.


10. On the next window, also click “Generate key”


11. Enter the PKI PIN code (default PIN code is 11111111).

Provide the RSA key number to your suppliers.
To view the RSA number:

13. Next, in your personal account, go to the “Transport module” or “Test transport module” section. Depending on which version of EGAIS UTM you want to install, for testing or combat.


14. Run the downloaded installation file for the EGAIS transport module (UTM) and click next.
By default, UTM is installed on the “C” drive; it is better not to change the installation path.

If the test fails, try again until it succeeds.
If the test still fails, it means that work is being done on the EGAIS server, and the UTM installation will need to be repeated after some time.
If the verification is successful, you will be taken to the next window.
18. On the next window, UTM will request a PIN code from the CEP key (default PIN code is 0987654321).
Select your organization's certificate and click next.

19. At the last stage, UTM will finish installing the necessary components.

20. As a result, six shortcuts to launch UTM should appear on the desktop.

When you turn on the PC or reboot, you need to launch three shortcuts with the word “Run”

To set up the exchange, go to your workspace Exchange with EGAIS(chapter Procurement or CompanyServiceExchange with EGAIS), expand the group Settings and references and follow the link Parameters for connecting to EGAIS.

Create a new connection. In the window that opens, fill in the following fields:

  • Workplace— the workplace from which the exchange will be made. By default, the current user's workplace is set.
  • UTM address— IP address or domain name of the computer on which UTM is installed.
  • Port— network connection port with UTM (default 8080).
  • Timeout (s)— period of waiting for a response from UTM.
  • Code in FSRAR— identifier of the user’s organization in EGAIS. Will be filled in automatically when receiving data from UTM.

Click on the button Receive from UTM, a message indicating successful connection will be displayed.

If the connection attempt fails, a connection failure message will appear and a hyperlink will be available to retest.

In the window that opens, install exchange format with UTM "V3".

Link the current organization data received from EGAIS with the organization and store in the settings group Matched in IB.

Record and close Organization of EGAIS. The values ​​for the organization and the outlet will be entered into the EGAIS connection settings.

Fill out additional exchange settings with EGAIS:

To restore the EGAIS UTM after a failure or its scheduled update, you may need to reinstall the UTM. The procedure for updating UTM to the latest version is described below, step by step.

Step 1. Obtaining the latest version of UTM EGAIS.

To obtain the latest version of EGAIS UTM, you need to download the distribution kit from the official EGAIS website.

After logging into your personal account, you need to go to the “Transport module” section and download the current distribution.

Step 2. Removing UTM EGAIS.

Before deleting UTM EGAIS, you must stop its services. To do this, right-click on the "double-headed eagle" icon in the system tray and select " Stop". After stopping the services (after a few seconds), you need to close the UTM agent; to do this, you need to right-click again on the "other-headed eagle" icon in the system tray and select " Go out".

Next, you should make a backup copy of the data in UTM. All documents (incoming and outgoing, and sales receipts) are located in the folder C:\UTM\transporter\ transportDB . You need to make a copy of it before deleting the UTM (for example, to the Desktop).

After the transportDB folder has been saved in a safe place, you can delete the UTM; to do this, run the file C:\UTM\ unins000.exe. If we answer all questions positively, the UTM will be deleted.

Important! If after removing the UTM on the disk C:\ there is a folder left UTM , you will need to restart your computer. After rebooting the computer, the folder C:\UTM must be removed manually before installing a new UTM.

Step 3. Installation of a new UTM.

To install the new UTM, run the previously downloaded (at Step 1) distribution file. UTM installation occurs in "quiet mode".

Step 4. Data recovery in UTM

To restore data in UTM, you need to “return” the folder with the UTM database C:\UTM\transporter\ transportDB (copy it from where you saved it in Step 2).

UTM EGAIS is ready for work - you can launch it. Data from the old UTM will be restored, and you can work with them just as fully as in the old UTM.
